Reforming ICT Research and Innovation in Eastern Europe

This paper presents the outcome of the work performed under the framework of a project of strategic importance to the European Commission, the GREATIST, which focused on the analysis of the IST Research and Technological Development (IST RTD) Policies in 11 target countries in Central and Eastern Europe. The main objective of this work was to provide insights and recommendations that foster Innovation on IST RTD Policies in the target region and includes the contribution of all relevant local stakeholders and policy makers. The paper comprises a brief transregional comparative analysis of the IST RTD setting and a concise description of the delivered normative policy recommendations on a regional and a national level.

This study was composed by INA under the framework of the GREAT - IST project (EC FP6 IST) with the contibution of all project partners to provide insights and recommendations that foster Innovation on IST Research & Technological Development Policies in Eastern Europe, for the following target countries: Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, FYROM, Moldova, Montenegro, Romania, Serbia and Ukraine.The study comprises a transregional comparative analysis of IST RTD institutional setting, policies, strategies and measures and is completed with a set of normative policy recommendations on a regional and a national level.

This book summarises part of the work executed in the frame of a joint collaborative project, co-funded by the European Commission under the 5th Framework Programme for Research and Technological Development, and specifically by the Programme for Innovation and SMEs. This project started with the objective, among others, to study the procurement frameworks and procedures that are used by telecom operators in order to carry out innovative projects, and to develop recommendations on how the rest of the utilities can make their procurement procedures more innovation-friendly, benefiting from the experience gained by the telecommunications sector.

This publication summarizes the results of the project “New Employment Opportunities with Higher Quality of Life at Work” implemented by the Joint Action for Development “Initiative for the Quality of Life at Work”. The Joint Action, under the Community Initiative EQUAL, developed a series of actions targeting to the application of flexible forms of employment such as teleworking, bringing a more attractive form to work organisation for enterprises while providing an alternative form of employment to employees who phase the mobility challenge due to structural changes or personal choices. This publication provides a comprehensive presentation and analysis of project activities, tasks’ structure, conclusions and recommendations.
