Center for eGovernance Program at Southeast Europe

INA Academy has successfully completed the “Centre for e-Governance Program”, that has been co-funded by the Hellenic Aid.

In the context of this program, INA Academy has developed a series of studies and material related to electronic Government in the SEE region. Namely, all the key deliverables produced throughout the program are summarized below:


1. e-Readiness Assessment Reports: e-Readiness Assessment Reports present a comprehensive assessment of e-Readiness in 5 South Eastern Europe (SEE) countries (the Western Balkan countries: Albania, Bosnia and Herzegovina, Montenegro, Serbia and Former Yugoslav Republic of Macedonia. The report is focused on the contribution of ICTs to the e-Government Development.

2. e-Government Case Studies: e-Government Case Studies present a scan of the SEE e-Government landscape in terms of achievements, activities and policy/strategy context. The studies provide a comprehensive tool in reviewing the current situation in SEE countries, measuring progress against key commitments and assessing the development of key e-Government services.

3. e-Government Resources Database: the e-Government Resources Database has been implemented to record and share up-to-date e-Governance technological achievements and practices. Using the internet portal, the users have access to a repository of e-Government initiatives, projects and activities in the SEE region. The portal offers the opportunity to exchange information with e-Government experts and to initiate networking and quality knowledge transfer.

4. Executive Training Material: The Centre for e-Governance Program organized a series of five executive seminars which were intended for policy makers, executive members of governmental institutions and organizations and other private/public sector experts. The learning material presented during the Executive Training Workshops is available for download.

5. Electronic Learning (e-Learning) Platform: The Centre of eGovernance Program has developed an e-Learning web-based platform. The platform allows individuals to have online access on e-Government material when and where they need it. A series of 10 training courses are available.

6. e-Learning Methodology: INA Academy’s e-Learning Methodology study, provides information and guidelines on e-Learning methodology and steps to be followed in planning, implementing and delivering an online training to civil servants.

7. e-Government Best Practice Guide: INA Academy’s Best Practice Guide, is part of an effort that aims to demystify concepts behind e-Government and strengthen the understanding of all those involved in planning and execution of e-Government projects. The document addresses all possible aspects for initiating, implementing and sustaining e-Government programmes in any developing nation.

8. News Forum: The Centre of eGovernance Program publishes news and activities related to e-Government. A Forum has been created that allows users to exchange ideas and experiences related to the development of e-Government.
